Leadership
The Federation Management Group will be the top-level Steering committee, responsible for:
- scope of the project
- overall direction of the Federation project
- approval of major changes to the course of the project
- financial control of the project
With membership drawn from the head of each school, 2 governors from each school, this group has executive decision-making power, within the scope of the project. The project will be defined, scoped and signed off by this group and approved by the governing body of each school. Thereafter, any changes to that scope may need referral back to individual governing bodies. It is a model which could lead towards a more formal arrangement between governing bodies, should the Federation decide that a merged governance structure is best for future years.
Project Delivery/Management
The Federation Project Group will be responsible for daily management, delivery and monitoring of the Federation project:
- project management
- evaluation and monitoring
- time and budget adherence
- Identifying and progressing project changes/issues etc
This group will report at least twice termly to the Federation Management Group with progress, risks, issues etc and will be responsible for highlighting any major decisions or changes which need to be brought to their attention. The Federation Co-ordinator will lead this group and therefore will effectively be the Project Manager for the Federation. This co-ordinator will liaise closely with an identified Link Co-ordinator in each school. Link Co-ordinators will be change agents or practitioners who are responsible for ensuring that Federation activities due to be carried out by their own school are duly completed. They report to the Federation Co-ordinator.
This team of Federation Project Group and Link Co-ordinators will also need to liaise closely with any outside bodies – including DfES, the external project evaluators and others at given points in time. We anticipate that the Federation Project Co-ordinator will be a non-teaching appointment and that Link Co-ordinators will come from existing school staff, with commitment to the activities of the Federation.
