Internal
Because this Federation is far-reaching in its aims and complex in content, we propose to monitor and manage its progress using a typical project management structure and reporting techniques, as described in management structure.
In summary, the Federation Management Group is a steering, direction-setting and executive decision-making body, with full power to deliver the project once signed off by all governing bodies. They will approve or otherwise any minor changes to project scope, but may need to refer to governing bodies for major changes. The Federation Project Group is a project management and delivery group, responsible for timely and financial delivery of the project to the Federation Management Group. They are also responsible for internal evaluation, on an ongoing basis, of the project. This means that they will be responsible for:
- developing and agreeing the Project Plan with its associated workplan, activities, timescales etc.
- identifying data or information required for running the project
- producing internal progress reports for the Federation Management Group
- liaising with external bodies for external evaluation
- producing reports for DfES, website or other publication
External
We plan to engage an external body for more formal, external evaluation of the success of the Federation project and to have particular skills to complement those of the Project Group – for example in designing and carrying out surveys of teachers, pupils and so on, from an emotional literacy perspective, amongst others. We also plan to draw on data and information already available through our Network Learning Communities and feed this into the evaluation process. We see external evaluation as integral to the project and to its credibility and sustainability – for this reason, it will be included in the Project Plan from the outset and we will schedule and manage all external evaluation as part of the Project itself, with clear goals, targets and deadlines.
